两党达成协议 政府重开 原油期货上涨

纽约商业交易所（NYMEX）11月原油期货10月16日上涨1.08美元或1.1%成为每桶102.29美元，因美国两党就上调举债上限和重开政府达成协议，欧洲ICE期货交易所（ICE Futures Europe）11月布兰特原油上涨0.9美元或0.8%成为每桶110.86美元。两者的价差由前一交易日的8.75美元缩小至8.57美元。
美国能源顾问公司PIRA Energy Group表示，美国已取代沙乌地阿拉伯成为全球最大产油国，因页岩油产出跳增带领美国在过去几年写下史上第二大的石油产量增长。PIRA报告称，包括天然气液和生物燃料在内，美国液态油日产量自2009年以来激增320万桶，创1970-1974年沙国产量大增以来的最大增幅。PIRA预估，2013年美国液态油日产量应有1,210万桶，将超越去年居首的沙国。PIRA对液态油的定义范围广泛，包括原油、凝析油、天然气液和生物燃料都是。
PIRA表示，页岩油产量增加使美国2012年日供应增加100万桶，2013年再增100万桶，并称未来多年美国仍将维持最大产油国的地位。PIRA指出，单以原油日产量计算，美国仍落后沙国和俄罗斯300万桶。全球前10大石油生产国还包括中国大陆、加拿大、阿拉伯联合大公国、伊朗、伊拉克、科威特和墨西哥。美国国内产油增加已经令其降低了对进口原油的依赖，根据美国能源部报告，9月份中国大陆的原油净进口量为每日630万桶，超过美国的624万桶跃居全球最大的原油净进口国。
《油气杂志》（Oil & Gas Journal）10月15日报导，1973年10月爆发第一次石油危机时担任美国国防部长、随后并成为美国第一任能源部长的施莱辛格（James Schlesinger）表示，相比40年前美国因支持以色列遭到阿拉伯石油输出国组织（OAPEC）的石油禁运而造成危机，现在美国在石油与天然气领域已经有了更好的地位；但也不是高枕无忧，毕竟只要所有的运输燃料几乎都要依赖石油的情况仍在继续，已经大幅降低石油进口的美国就还不能完全免除对进口石油的依赖。
施莱辛格认为，美国究竟有多少页岩油资源还不清楚，但可以确定的是美国有充足的页岩气资源，因此如果可以鼓励更多的运输平台转用天然气，对于美国的能源安全将有助益。对于过去40年来美国能源安全的进步，施莱辛格认为，美国至少已经脱离了向中东乞求石油的地位，令人意想不到的是高油价最终竟是削弱了阿拉伯石油生产国对市场的控制，今天美国已经更接近于能源自给。
