债务上限谈判再度触礁 原油期货下跌

纽约商业交易所（NYMEX）11月原油期货10月15日下跌1.2美元或1.2%成为每桶101.21美元，因债务上限的谈判再度触礁，欧洲ICE期货交易所（ICE Futures Europe）11月布兰特原油收低0.3美元或0.3%成为每桶109.96美元。两者的价差由前一交易日的13.96美元扩大缩小至15.38美元。彭博社报导，对于参议院所提过渡性措施，众议院共和党籍委员并不满意，计划要求延后课征医疗设备税与限制部分健保福利。
美国众议院共和党领袖、众议院发言人博纳（John Boehner）周二（10月15日）表示，他仍在考虑有关债务上限和政府拨款的计划,并且努力确保美国不会违约。诺贝尔经济学奖得主罗伯特-席勒14日称，他认为美国国会终将就债务上限问题达成妥协，万一出现短暂违约，其影响也不会是毁灭性的。
MarketWatch报导，全球石油巨擘荷兰皇家壳牌(Royal Dutch Shell PLC)即将退休的执行长Peter Voser 15日在南韩大邱举行的世界能源会议(World Energy Congress)上指出，随着生产石油的技术成本攀升，油价长期来看应该会持续走高，而每桶100美元是最佳价位。他并表示，产油业者与社区、政府交涉的费用恐怕也会逐渐上扬。
能源团体Securing America`s Future Energy（SAFE）10月14日报告指出，美国国内石油产量的增长有助其能源安全，但鉴于美国经济对于石油的依赖仍重，2013年美国能源安全指数在该报告评估的13个国家中仍排名中段，位居第五。尽管如此，美国能源安全的排名较2000年的第七名有所攀升。能源安全指数藉由各国经济对石油的依赖程度、受国际油价影响的程度，以及应对石油供应问题的能力等，来评估该国的能源安全。
俄新网报导，俄罗斯第二大石油公司卢克石油（OAO Lukoil）总裁瓦吉特-阿列克佩罗夫（Vagit Alekperov）10月14日表示，公司希望随着伊拉克西库尔纳2号油田2014年投入使用能够扩大其在东亚市场的规模。阿列克佩罗夫表示他很快将与大陆的国营石油公司就合作领域进行讨论。卢克石油与大陆的中石油（PetroChina Ltd.）与中石化（Sinopec Corp.）在海外均有合资生产项目。
