10月17日的举债大限日迫在眉睫，美国国会协商终于出现重大进展。参议员14日表示草案研拟进入最后阶段，有望化解政府关门危机、避免倒债。
彭博社和路透社报导，消息人士透露草案内容包括：搁置举债上限至明年2月7日、持续拨款政府至1月中旬、参众两院需在12月13日前召开会议，重新商讨预算问题。参院民主党领袖瑞德(Harry Reid)指出他乐观以对，相信本周内能达成合理协议。
尽管如此，美国政治僵局能否落幕仍有变量。首先法案必须先在参院成功闯关，接着还需众院许可，才能生效。目前还不清楚共和党籍的众院议长贝纳(John Boehner)是否会允许法案进行投票，或是会修改要求条文。
两党恶斗以来，共和党的民意支持度遭受重挫。华盛顿邮报和ABC电视台14日公布民调显示，74%美国民众不同意共和党籍议员处理僵局的方式，另外欧巴马总统的不满意度则为53%。
新华社先前发表英文评论文章，批评美国民主共和两党纷争不断，拖累其他国家，不是一个负责任大国所为，呼吁世界是时候思考「去美国化」。文章并指出，美国两党迟迟未能就美国预算及债务上限达成共识，使许多国家的美元资产岌岌可危，提议用一种新的国际储备货币取代美元，并主张新兴国家在世界银行及国际货币基金组织(IMF)等国际财金机构有更大发话权。
