美国复苏 全球不再雨露均沾

美国经济逐渐复苏不再嘉惠全球,有些国家还可能加速沉沦。
随着美国经济加速复苏,美国银行(Bank of America Corp.)、摩根士丹利(Morgan Stanley)的经济家争相揣测,美国经济对海外提供的助力将不如以往,部分原因是这波金融危机与经济衰退所带来的变化。
美国展现全新的面貌,主要专注于扩大国内需求与生产,加大对自家能源的开发,转而减少对海外采购的需求,这一趋势反映在美国经常帐逆差写下1999年来最低水平。
美国经济体质更加稳健,可能以牺牲新兴市场为代价,如果美国扩大制造,结果将转变为新兴市场的竞争对手,而非成为消费者。
美国联邦准备理事会(Fed)一旦缩减货币刺激措施,发展中国家也可能受伤惨重。联准会一旦退场,将推高发展中国家的借贷成本,并打压发展中国家货币,反观,美元汇价将回神。
美银驻纽约资深国际经济家芮斯(Gustavo Reis)表示：“有迹象显示,美国的吸引力已不若先前数年。如果全球经济要出现强有力成长,我们需要美国复苏,其他国家也必须反弹。”
国际货币基金(IMF)年会本周将在华盛顿登场,各国财政部长与央行总裁届时将审视全球经济前景。IMF总裁拉加德(Christine Lagarde)上周表示,全球成长“依然疲弱”后,IMF明天将更新今、明两年全球3.1%与3.8%成长报告。
一个令人惊讶的理由是美国的影响力逐渐衰退,即使彭博访查经济家预估中值显示,美国明、后两年经济成长率将分别上看2.7%与3%,相较今年为1.6%。
美国政府关门可能仅是短期的阻力。另一份调查显示,美国政府如果停摆一周,美国成长将折损0.1个百分点。
芮斯表示,美国国内生产毛额(GDP)成长1个百分点,意味全球其他地区额外成长0.4个百分点,不过,如今美国成长1个百分点,可能推高全球其他地区成长0.3个百分点,意味美国的海外影响力相当于打折25%。
摩根士丹利与花旗集团(Citigroup)的外汇策略师表示,在这样的环境下,如果美国经济确实好转,投资人就应敲进美元,因经济加速复苏将推高借贷成本。
投资人应抛售新兴市场货币,因资本回流美国,意味利率走高,先前引领全球成长的火车头新兴市场的成长恐将趋缓。
