两党玩政治游戏 美国不会让债务违约

First Trust首席经济学家Brian Wesbury 10月7日在接受《Breakout》节目专访时指出，美国总统欧巴马、财长Jacob Lew都在玩政治游戏。他指出，本月美国联邦政府税收将超过2千亿美元、但利息支出预估仅有250亿美元，美国根本不会让债务违约；欧巴马、Lew的发言只是在吓唬大众。Wesbury认为欧巴马迟早得坐上谈判桌、跟共和党协商举债上限解决方案。
Wesbury 7日透过First Trust部落格指出，上一次(1995-96年)美国联邦政府关闭时，美国失业率(注：1995年12月)报5.6%、联邦赤字GDP占比最高只升至4.5%、联邦支出GDP占比仅达20.5%。现在，美国失业率达7.6%、联邦赤字GDP占比最高曾达10%、联邦支出GDP占比已连续5年超过21%。此外，美国政府现在还打算实施1960年代以来最为昂贵的新支出计划。
Wesbury还提到，就算举债上限没有调高、美国财政部还是可以举新债、还旧债；换言之，债务违约纯粹是政治性决定。过去17次联邦政府关闭，事后公务员薪水都获得补发，因此对联邦雇员来说现在等同是在休有薪假。他认为，当前政治乱象是美国长线利多，让美国在面临类似底特律问题之前就开始着手解决。
美国众议院投甫于10月5日以407票赞成、0票反对，决议在政府恢复正常运作之后补发工资给联邦公务员。
华尔街日报部落格7日报导，美国联邦社会安全局(Social Security Administration, SSA)表示，如果举债上限没有调高的话、不保证美国大众可以收到全额的福利款项。报导指出，联邦政府机构关闭不会对社会安全款项造成任何影响，但举债上限若没有调高、则社福恐遭波及。SSA是在跟美国财政部咨询后获得上述结论。
第二任任期将在2017年1月20日结束的美国总统欧巴马(Barack Obama)原本承诺，「病患保护与平价医疗法(Patient Protection & Affordable Care Act)；简称「欧巴马健保案(Obama care)」实施头10年的总成本为9千亿美元，但美国国会预算办公室(CBO)的最新预估已经将10年成本上调至2.6兆美元。共和党让联邦政府机构重新开门或调高举债上限的前提是，民主党必须同意让欧巴马健保案部分条文延后实施或进行修改。
