巴菲特：国会定会在举债上限问题前化解僵局

美国政府陷入部分停摆的困境已来到第3天，但民主党、共和党仍旧互相指责对方不是，僵局状况毫无进展，而政府关门与举债上限这两个严重的问题绑在一起，更让市场感到忧心。不过，美国投资大师华伦巴菲特3日在接受CNBC电视节目「Squawk Box」专访时挂保证，国会必定会在举债上限问题严重冲击整个国家前，化解当前的僵局。
巴菲特认为，整体状况应该不会恶化到极度愚蠢的地步，但也相去不远。他说，当美国政府发行公债时，这代表美国完全的信用，其中并未附带「某个党派必须对一些额外议题感到满意」的条件。
短期违约风险增加，已让1个月、3个月期国库券利差创下2008年金融海啸以来最高。彭博社报价显示，美国1个月期国库券殖利率10月3日最高上升至0.14%、3个月期国库券殖利率则达0.03%，形成2008年9月以来最严重的殖利率曲线反转(yield curve inversion)现象。
美国早在两年前就曾面临过类似的情况，当时财政部警告，美国会在2011年8月2日触及举债上限，但国会(见附图)却仍对预算案争论不休，这也导致一个月期国库券殖利率在2011年7月29日跳涨至0.18%、创2009年2月以来新高。时间拉回到现在，同样情形又再度上演，而在10月24日到期的国库券殖利率今(3)日则从9月27日的-0.010%跳升至0.13%。
根据美国财政部长Jack Lew的说法，政府会在10月17日触及16.7兆美元的举债上限，倘若上限不调高，那么美国将陷入有史以来首见的违约困境。不过，太平洋投资管理公司(PIMCO)共同投资长葛洛斯(Bill Gross)认为美国几乎不可能违约。
葛洛斯10月1日在接受彭博电视专访时表示，就算国会无法调高举债上限，美国公债违约的机率也只有百万分之一，因为财政部肯定能采取其他措施来偿还国家的债务。他说，美国是全球的金融中心，难以想象美国会陷入债务违约的境地，因为这会对该国的借贷成本产生毁灭性的冲击，进而在全球引爆一连串严重后果、撼动整个金融市场。
