美国政府停摆或无法出席TTIP/TPP会议

欧盟贸易代表Karel De Gucht透过官网宣布,美国贸易代表Michael Froman在4日稍早来电通知,受联邦政府机构部分关闭的影响,美国政府将无法在10月7-11日期间派遣谈判代表出席在布鲁塞尔所举行的“跨大西洋贸易及投资伙伴协议(Transatlantic Trade and Investment Partnership;TTIP)”第二回合谈判。
英国金融时报4日报导,美国贸易代表办公室发言人表示,因政府机构部分关闭所引发的财务、人力吃紧问题导致美国无法派遣完整的谈判代表团队前往欧洲。美国贸易代表将与欧盟委员会拟定替代方案,以便在美国政府机构恢复运作后立即启动协商。Froman强调,美国仍将TTIP视为主要的经济优先处理议题。
如果美国国内歧见都无法化解,欧巴马还能期待跟外国就贸易自由化议题达成协议?目前距离他第二任任期结束(2017年1月20日)只剩短短的1,200天。共和党籍前众议院议长Newt Gingrich 4日在英国金融时报发表专文指出,2012年总统大选与众院选举结果说明,美国正处于严重分裂状态,因此双方都有参与协商的义务。Gingrich认为,在欧巴马认清此一分裂现实之前共和党籍众议院议员只能利用预算问题来迫使对手协商。
共同社6日引述马来西亚媒体报导,马国总理纳吉布(Najib Abdul Razak)在记者会上表示,“跨太平洋伙伴关系协议(Trans-Pacific Partnership,简称TPP)”恐怕无法如期在今年底敲定。白宫发言人Jay carney在3日晚间宣布,美国已经电话通知印度尼西亚、文莱政府,美国总统欧巴马(Barack Obama)因预算僵局无法出国。
彭博社报导,欧巴马原本希望藉由此次的亚洲行为TPP寻求突破契机。
印度前驻缅甸大使V.S. Seshadri 7日在thehindu.com发表专文指出,TTIP涵盖一半的全球GDP以及30%的全球商品/服务贸易额,若能谈成将可为美国、欧盟创造逾1,300万份就业机会。TPP谈判(注:成员国包括日本、美国、澳洲、文莱、加拿大、智利、马来西亚、墨西哥、纽西兰、新加坡、秘鲁与越南)已进入第三年,涵盖38%的全球GDP以及25%的全球商品/服务贸易额。
