BOJ实现货币宽松政策 日本准备货币连17个月增长

根据日本央行(BOJ)2日公布的经济数据显示,因BOJ实行货币宽松政策,带动日本金融机构的手头资金增加,故2013年9月份日本准备货币(Monetary Base)平均余额较去年同月大增46.1%至181兆7,012亿日圆,已连续第17个月呈现增长,且金额超越前月的172兆4,437亿日圆续创有数据可供比较的1970年1月以来史上新高水平。
准备货币包括流通纸币、流通硬币以及民间机构存放在BOJ的准备金活期账户余额;准备货币是创造货币供给的基础,能产生货币乘数效果,因而亦可称为货币基数(money base)或强力货币(high-power money)。
其中,9月份日本流通中的日银券(纸币)金额较去年同月成长3.4%至83兆3,865亿日圆,增幅连续第9个月达到3%以上(含3%)水平;流通中货币(硬币)金额成长1.0%至4兆5,661亿日圆,连续第15个月呈现上扬、连续第16个月未呈现下滑;金融机构存放于BOJ的银行准备金暴增139.2%至93兆7,486亿日圆,连续第17个月呈现增加、增幅连续第5个月达3位数,且金额超越前月的84兆3,254亿日圆创史上新高水平。
BOJ并指出,截至9月底为止日本准备货币余额达185兆5,551亿日圆,续创史上新高水平;BOJ自2013年4月份起开始提供截至当月底为止的准备货币数据。
BOJ于4月4日宣布,为了于2年内达成2%通膨目标,将祭出新一波货币宽松政策,其名称为「量化/质化货币宽松政策」,且并决议将货币宽松的指标自原先的「隔夜拆款利率」变更为「准备货币(Monetary Base)」。BOJ表示,准备货币将以年增60-70兆日圆的速度进行扩大,目标为在2年内将准备货币规模扩增至现行的2倍,即2013年底时准备货币规模将自2012年底的138兆日圆扩增至200兆日圆、2014年底时将进一步增至270兆日圆。
