FED官员喊话支持QE、殖利率跌

受联准会(FED)官员纷纷支持维持量化宽松货币政策(QE)规模不变的决定影响,美国10年公债殖利率23日续跌。
彭博社报导,根据Bloomberg Bond Trader报价,纽约债市9月23日尾盘时,10年期公债殖利率下跌3个基点至2.7%。10年期公债殖利率上周(截至9月20日为止当周)总计大跌了15个基点,创7月12日当周以来最大单周跌幅。债券价格与殖利率呈现反向走势。
纽约联邦储备银行总裁兼联邦公开市场操作委员会(FOMC)副主席William C. Dudley 23日发表谈话指出,FED必须不畏经济逆风、勇往直前,因为整个大环境仍需要非常宽松的货币政策来支持。亚特兰大联邦储备银行总裁Dennis Lockhart 23日也表示,FED应该把注意力放在如何为经济注入更多活力方面。
除了FED官员喊话支持QE、进而推升债券价格外,美国国会对联邦政府预算和举债上限的争论、再度引发市场担忧政府可能惨遭关门,也让投资人转往债市避险。参议院领袖预定会在本周对联邦预算展开谈判。若无法在9月底前拟出能获得接受的预算案,那么联邦政府恐怕会自10月1日起遭到关闭。FED主席柏南克(Ben S. Bernanke)18日在FOMC结束会议后也对外表示,国会即将对政府财政展开辩论,这可能会对金融市场、整体经济构成额外风险。
不过,并非所有FED官员都支持FOMC暂缓减码QE的决定。达拉斯联邦储备银行总裁Richard Fisher 23日表示,上周维持QE规模不变的决定,已伤害了FED的信誉。他说,FOMC并未在会议中决议采取任何行动,不但会让货币政策未来的方向充满不确定性,也将让市场对FED谈话的可信度产生疑虑。他说,他上周在FOMC会议中曾呼吁与会官员们缩减QE规模,因为按兵不动将引发不确定性、并让市场感到混淆。
