在週四歐盟領導人會談之前，歐盟委員會在考慮一項2萬億歐元（2.2萬億美元）的經濟復蘇計畫，以設法彌合近幾周的分歧。週三歐洲央行修改抵押品規則以減輕評級下調可能帶來的影響，歐洲央行將接受一些垃圾級債務作為銀行貸款的抵押品。

黃金ETF的持有量在近期繼續增長，全球最大黃金ETF，SPDR黃金ETF(GLD)本月持有量已經流入了43億美元，有望創下2016年以來最佳單月表現。全球黃金ETF持有量今年以來已經增加了14%至9450萬盎司，是2019年4月以來最高水準，並且截止本週二，已經連續21個交易日增持。
