欧元兑美元创新低，负利率政策惹争论

欧洲央行行长拉加德11日在法国斯特拉斯堡表示，欧洲央行正着手应对数字化、气候变化以及欧元系统结构缺陷三大结构性挑战。
欧洲央行1月份启动货币政策战略评估，计划年底前完成。拉加德强调，欧洲央行将评估数字化快速发展、环境可持续性发展面临威胁、全球化以及金融结构演变如何进一步改变货币政策运行环境。
拉加德说，更富弹性的欧洲经济货币联盟将提高欧元区的抗风险能力，也将支撑欧洲的全球影响力，包括使欧元在世界范围内更具吸引力。
