金价再度走弱，但消费信心有所下滑

11月27日，国际金价再度走弱，因国际贸易局势传来更多积极因素，市场分析概念情绪偏正面，但市场也在担心贸易乐观局势是否能够持续利好美元。而且美国消费信心指数下滑时，美联储决策层呼吁变政。
投资者对当前企业状况和就业前景忧心忡忡，美国11月消费者信心在近四个月中第三次录得下滑。消费者支出放缓和企业投资及制造业持续疲弱，已令美国经济放缓。
美联储上个月进行了今年第三次降息，但同时暗示从7月份开始的宽松周期将暂停。美联储周二公布的贴现率会议纪要显示，在12家地区联储中，只有两家希望在美联储上次政策会议前下调贴现率。
美联储理事布雷纳德周二表示，美联储应该将通胀目标从严格设定为2%，变通为在一段时间内平均水平在2%的更宽泛的、“灵活”的目标。布雷纳德的讲话是美联储理事会成员首次明确呼吁对美联储控制通胀的方法做出特别改变。
她在纽约商业经济协会发表演讲时表示，她的想法没有美联储当前货币政策检讨中提出的其他一些建议那么严格。但她认为，这样做的结果是，在公众眼中会更加可信，并让美联储官员在决定如何在任何特定节点设定利率方面有更多的回旋余地。
几年来，美联储官员一直在为家庭和投资者接受比过去几年的通胀率更高的水平奠定基础。他们现在在每次的政策声明中都指出，他们2%的目标是“对称的”，而不是一个上限，而正在进行检讨的部分理由是，要找到办法，将不断下滑的公众通胀预期牢牢地推回到2%的水平。
美联储多年来未能实现2%的通胀目标是一个关键问题，这将迫使美联储再次使用购买债券等“非常规”策略。而总统特朗普料将，不断催促实施负利率。
随着美国总统大选的来临，政治风险可能增强，预计美联储将非常警惕于对任何一方施压表现出屈服。只要经济接近趋势增长且外部风险温和，预期FOMC在2019年余下时间和2020年仍将按兵不动。
