美联储降息25个基点，美指上涨金价下挫

7月31日，美联储公布最新的利率决议，美联储降息25个基点，利率调整至2.00-2.25%，符合市场的预期，这是自金融危机以来，美联储的首次降息。
从本次美联储决议声明上看，美联储措辞鸽派不及预期，在决议公布后，美元指数在短线上涨40余点，现货金价短线重挫10美元，其它非美品种全线下挫。
在美联储公布的政策声明中，美联储强调了经济以适度的速度增长，就业市场强劲，就业增长维持稳固，失业率维持低企。
而美联储降息的决定是由于全球发展和通胀压力。通胀方面，美联储称，核心和整体通胀均低于2%，基于调查的通胀预期变化不大。
另外，本次降息并不是一致通过，而美联储以8:2的投票比例通过本次利率决定，乔治和罗森格伦希望维持利率不变。
值得一提的是，由于今晚的美联储决议并非季度性会议，因此将不会有利率点阵图以及经济预测发布。
具体市场上，决议公布后，美元指数短线上涨40余点，现报98.27；现货金价短线下挫10美元，现报1420美元/盎司；美元兑日元短线上涨30点，目前交投于108.77；美国原油价格短线窄幅震荡；美国三大股指短线回落走低。
分析师表示，现在降息将使经济真正衰退时美联储的火力库被削弱，而且可能导致市场震荡、甚至资产泡沫。
分析师指出，“美联储认为美国前景有恶化的风险，但这不是基本假设情境，除非情况严重恶化，否则这次利率调整不应看成是长期一连串降息的开始。”
分析师表示，“由于已经承诺降息一次，他们也只能硬着头皮干了，他们似乎努力想要消除市场的恐惧感。”
分析师称，鲍威尔会将此次降息表述为一种“保险”，以防范经济可能出现的更严重下滑。这种表述的含义是，FOMC未来数月将保持宽松倾向，并有责任化解不利趋势和推动数据实质性改善，从而避免9月再次降息。
分析师指出，更多行动的时机和范围存在不确定性，因此与目前得到良好沟通的降息相比，市场对未来政策措施的信号更敏感。政策制定者利用近期经济数据乐观之机来概述适度重新调整利率的参数，以避免陷入因压力而实施更大幅度宽松的境地，这是明智的做法。
