梅姨推动脱欧谈判
据外媒消息称，英国首相特雷莎·梅将在10月19-20日布鲁塞尔举行的峰会中，与欧盟领导人进晚餐时，要求欧盟推动英国脱欧谈判。但脱欧“分手费”问题或仍需留给下一轮谈判。
据英国一位政府高级官员透露，梅希望谈判能继续推进未来的关系，并希望在周四(10月19日)布鲁塞尔峰会上讨论如何取得更快的进展。尽管欧盟也渴望取得进展，但官员们表示，英国还没有做出足够的努力，将梅在佛罗伦萨的演讲做出的让步转化为具体的承诺。
欧盟打算将特雷莎·梅关键需求的决定推迟到12月，但也无法保证能在年底启动贸易谈判。一位不透露姓名的欧盟高级外交官表示，他认为年底前启动贸易谈判的可能性只有50%。
居住在英国的欧盟公民以及居住在欧洲的英国公民的权利，是欧盟要求需要看到“充分进展”的三大问题之一，而在此之后，欧盟才会与英国开始讨论贸易协定。欧盟关注的另外两大问题分别是，脱欧费用问题以及如何在英国脱欧后保持爱尔兰边境的开放。
由于谈判陷入僵局，双方都表示，能否进行下一步行动是由对方决定的。特雷莎·梅的团队认为，梅在佛罗伦萨演讲中冒着政治风险，提出在为期两年的过渡阶段向欧盟预算支付费用，以确保英国脱欧不会导致欧元区财政上出现漏洞。欧盟则表示，这一提议还远远不够，因为英国还没有明确表示要支付的其他未付账单和债务，而更多细节则是打破僵局所需要的。
欧盟主席图斯克周三(10月18日)在布鲁塞尔对记者表示，不认为周四会有什么突破。他还表示，未来两个月还需要更多的工作。他补充，“仍有可能”在12月进行贸易谈判。
外交人士说，英国可能不会在峰会期间提供更多有关英国愿意支付多少费用的细节，意味着这一问题这将留给新一轮谈判。
根据彭博获得的一份最终声明草案，各国领导人将呼吁继续开展工作，以便“尽快”开展贸易。在12月的会议上，各国领导人将“重新评估谈判进展状况，以确定是否取得了足够的进展。”草案显示，“内部准备工作将开始，一旦绿灯放行，欧盟将准备开始讨论贸易”。
外交人士说，在晚宴上，其他27位领导人不太可能透露太多关于脱欧谈判信息。相反，他们将等到特雷莎·梅离开布鲁塞尔，在没有她的情况下讨论脱欧，并对接下来两个月的谈判路线进行策划。
