标准普尔全球评级机构在周五（10月13日）警告说，许多新兴市场经济体，尤其是土耳其和南非，没有充分利用全球流动性来处理它们的主权资产负债表。
分析师表示：“一些国家政府一直在利用这个宽松的融资时间，将目光从宏观经济稳定的问题上移开，更多地关注在国内能带来更直接政治回报的政策。”他指的是全球各国央行宽松的货币政策。
分析师表示，国内政治风险存在于几个发展中国家，这些国家没抓住机会解决杠杆问题和债务。他说，土耳其和南非是两个最显著的例子。
分析师说：“部分原因在于目前全球的政策很温和，所以你可以不受影响。在利率如此之低的情况下，很多国家还需要继续积累债务，这是我们所担忧的问题。”
分析师指出，葡萄牙就是一个典型，里斯本方面利用这些时间作出有效经济结构调整，促使自身可持续发展。结果，标普在5年半后将葡萄牙的信用评级从垃圾给调升回投资级。
