脱欧陷入困境，英镑难行
英国脱欧第五轮谈判在接近尾声，欧盟脱欧谈判首席代表巴尼尔10月12日表示，脱欧谈判已经陷入僵局，期权价格显示，英镑投资者预计，由于政治不确定性使市场焦虑不安，未来三个月英镑波动性料将变得更加剧烈。
巴尼尔表示，脱欧谈判已经陷入僵局，双方在财务结算方面陷入僵局，无法推进有关未来贸易协议的讨论。但他也补充，未来两个月有可能取得决定性进展。

从欧盟最新的言辞来看，脱欧谈判无法取得进展的可能性越来越大。与此同时，梅所在的保守党在英国脱欧的问题上仍存在严重分歧。周三，身处两大反对党派的两名官员联手，试图拟定一份修正案，令两年过渡期正式成为法律，从而约束特雷莎·梅，政治当权派意见之混乱程度可见一斑。
戴维斯称，对欧盟做出特定的财务承诺需要再等等；英国只有在谈判后期才能做出更确切的承诺，他希望欧盟领导人可以授权欧盟首席脱欧谈判官巴尼尔与英国探讨过渡期事宜。但英国这一想法遭到了欧盟方面的拒绝，巴尼尔明确表示，目前还没到可以开始谈判过渡事宜的时机。巴尼尔称，我们想在12月的下次欧盟峰会前，取得谈判进展。
欧盟不会在保证英国将缴纳会费之前谈论贸易，而在不到18个月的时间里，英国就会退出欧盟，而伦敦的焦点则转向了应急计划。英国财政大臣菲利普哈蒙德表示，他不愿意在应急计划上花现金。但如果谈判没有取得进展，他将在明年1月开始释放资金。
不过，周三英国从德国得到了一条好消息，一份政府文件显示，如果英国脱欧谈判继续下去，德国希望英国的银行能够过渡到欧盟市场。德国政策制定者警告称，如果伦敦作为金融中心受到损害，德国企业可能会受到影响。
上周，熟悉情况的人士表示，英国尚未接受欧盟员工的养老金承担责任。英国脱欧大臣戴维斯已公开承诺，将按照欧盟的财政要求来完成这一任务。
