埃文斯:预计美国今年加息3次
美联储芝加哥联储主席埃文斯在摩根大通投资研讨会上就当前经济形势和货币政策发表讲话,他表示，月度经济数据低于自己的个人预期，美国经济前景存在弱点，FOMC可能会在2016年加息3次，取决于经济数据。
埃文斯称,美国经济前景存在弱点。国际方面一直拖累美国经济增长。但是美国前景与循序渐进加息相一致，预计美国2016年GDP增速为2-2.5%。同时埃文斯也认为美国经济的若干基本面实际上相当不错。不过人口结构目前不利于美国。失业率应当在2016年降至4.75%。
“市场波动性折射出经济前景的变化。加息路径变浅，从几方面来讲是适宜的。加速收紧货币政策可能会造成乐观预期的降低。”
讲道通胀问题，埃文斯表示，针对2%通胀目标发表建设性讲话颇具挑战性。通胀率实际上会透露美联储对政策的看法。对于美联储通胀目标而言，2%是一个不错的目标。美联储对通胀持保守态度，应当允许通胀率升至2%上方。不过对通胀率在2016年达到2%没有太多信心。
埃文斯强调，美联储加息的确切时间并没那么重要。提前加息可能会触发美联储政策路径未来的逆转。FOMC在2016年利率路径上存在大量共识。
埃文斯称，美联储正权衡美元走势对美国前景的影响。避险投资资金流动抑制着美国债券利率。但是他也表示，美联储利率预期的点阵图并非“一成不变”。如果美联储滞后于曲线，FOMC能加息。
“提供更多刺激措施的难度加大，反观日本的经验，会让人头脑清醒。不过美联储利率接近零。美联储能在必要时加大宽松力度。”
在4月份FOMC政策会议上采取行动的障碍很高。障碍消退还需假以时日。根据国际环境的不确定性下调预期是适宜的。
最后埃文斯表示,月度经济数据低于自己的个人预期。预计FOMC仅会在2016年适度加息。他认为FOMC可能会在2016年加息3次，不过这些都取决于经济数据。
