美国服务业活动扩张速度放缓至2014年以来最慢，加重了投资者对美国经济正在降温的担忧情绪，美元指数和两年期美债收益率双双刷新三个月以来新低。周三，标普500指数收涨0.50%，道指收涨1.13%，纳指收跌0.28%。富时泛欧绩优300指数收跌1.61%。
早些时候，有“小非农”之称的美国1月ADP就业人数新增20.5万，高于预期的19.3万，表明美国劳动力市场持续回暖。因大企业雇佣员工减少，及制造业工作岗位没有变化，1月私营部门就业增速有所下降。强劲的就业增长来源于服务提供商，其中金融公司就业创2006年3月以来的最大涨幅。
同日，美联储三号人物、纽约联储主席Dudley表示，12月以来金融环境显著收紧，若这种趋势持续下去，将给美联储货币政策带来压力。美元走强将伤害美国经济，全球经济将出现重大下滑。
与此同时，美国供应管理协会（ISM）公布，美国1月ISM非制造业指数53.5，不及预期的55.1。尽管仍高于荣枯线50表明美国服务业仍处于增长状态，然而，非制造业的增长速度明显较上月放缓，并且多项分项指标都出现大幅下滑。由于服务业在美国经济中的比重高达90%，美联储在利率决议中通常会关注ISM非制造业指数以及此后发布的就业数据。
