德拉基周四表示，经济增长减速与通胀前景趋缓将迫使该央行在3月重新审视其政策立场。这是一个强烈信号，暗示央行可能在数月内出台更多宽松政策。
德拉吉并表示，全球市场震荡、油价大跌和新兴市场增长全面趋疲，令欧洲面对的经济阻力迅速加大，因此欧洲央行需准备好动用任何可能的工具，应对通胀率降至负值以及增长放慢的情况。
这些意外明确的言论打压欧元下跌近1%，最低触及1.0799，刷新近两周来的低位。
市场迅速消化3月降息的预期；这比市场先前预期的降息时间提前了三个月，因市场认为德拉基几乎是承诺会采取行动，与去年10月的做法十分相似。德拉基在10月预示12月可能降息并延长资产购买计划。
摩根大通经济分析师Greg Fuzesi称：提前在3月降息并不难，但量化宽松延长六个月就比较遥远，而今天的会议暗示紧迫性更高。
他表示，选项包括降息10个基点以上、每月资产购买从600亿欧元提高至700亿欧元(650亿美元提高至760亿美元)，为阶梯式存款利率和额外长期再融资操作敞开大门。
