国际货币基金组织(IMF)主席拉加德(Christine Lagarde)周二(9月22日)表示，全球经济增长面临的下行风险加剧，疲弱的前景将令达成全球发展目标较以往更加困难。
拉加德称，她希望全球领导人在9月25-27日的纽约峰会上，能够采纳联合国为未来15年制定的可持续发展日程。
新的可持续发展目标旨在根绝饥饿和极度贫困，减少国家内部和之间的不平等，实现性别平等，改善水和能源管理，并采取紧急行动应对气候变化。
拉加德认为，“实现这些目标是一个挑战，但如果全球经济增长率达到5.5%或6%，而不是现在这种情况，那么实现目标将会容易得多。”
IMF将在10月发布最新的经济预估，其在7月时预计全球经济今明两年增长率分别为3.3%和3.8%。
她表示，全球经济前景的下行风险有所加重，包括大宗商品价格下滑，货币政策调整以及中国经济成长放缓。
IMF官员在一份讨论报告中表示，为支撑可持续发展，各国应采取建立稳健的公共财政、投资教育、削减能源补贴并深化金融市场改革等举措。
最后报告称，削减能源补贴和恰当地制定能源价格，将对环境有益，同时创造更宽松的财政条件。报告指出，提高能源价格可以让每个国家的财政收入平均增加相当于国内生产总值的4%。
