德国财长朔伊布勒周四(7月9日)首次承认欧洲可能需要减记一些希腊债务，否则希腊债务无法达到可以管理的水准，但同时也排除了采取这一措施的可能性。
朔伊布勒表示，不管债务减记对希腊的财政状况多有帮助，欧洲的法规意味着对希腊贷款进行减记不可行。
朔伊布勒的言论似乎表明，他不相信希腊的财政问题可以在欧元区内解决，随着谈判进入至关重要的阶段，这可能会给谈判带来影响。
“没有债务减记是不可能实现其债务可持续性的，我认为IMF这样表示是正确的，”朔伊布勒在法兰克福的一次会议上指出，并补充道:“不能对希腊债务减记，因这会违反欧盟的制度。”
希腊左翼政府在与欧元区债权人的谈判中始终坚持要求债务减记，但受到了来自德国以及其他国家的坚决抵抗，债权人则坚持要求希腊政府实施撙节措施或削减开支以实现财政收支平衡。
德意志联邦银行(Bundesbank)行长指出，希腊受资金紧张困扰的银行不应该得到欧洲央行任何额外的支持，朔伊布勒日内亦传达了同样强硬的消息。
该行长表示，“如果不能减记债务”，重新安排债务将是另一个可能性，但在希腊债务在早期进行了大重组之后，重新安排债务的范围将受到限制。
“我认为我们的余地…… 非常小，”他补充道他“怀疑”就此并不能做很多工作。
欧元区财长周六将聚集在布鲁塞尔，努力与雅典达成协议。
另外，欧元集团主席戴塞尔布卢姆的发言人日内确认，欧元集团将在周六就希腊问题额外举行会议。
