受原油下跌和西方经济制裁双重打击，俄罗斯11月GDP自2009年以来首次萎缩，俄罗斯卢布周一下跌。与此同时，一直在努力支持卢布和经济的俄罗斯政府宣布援助银行的新措施。
卢布成为今年来世界上表现最差的货币之一，周一下跌了8.15%，交投于58.40附近，回吐了上周部分涨幅。
俄罗斯经济发展部（Economic Development Ministry）周一发布的报告称，该国11月GDP萎缩0.5%，卢布随后大跌。因制造业和投资大幅下跌，俄罗斯经济五年来首次下滑。
在油价下跌和西方经济制裁的双重打击下，俄罗斯经济受到冲击。稳定卢布是国家货币当局的当务之急。中央银行已经提高了关键利率至17.0%，并对银行提供欧元和美元贷款，他们因而能够帮助主要出口商所需要的外汇。
自2009年8月以来，俄罗斯外汇储备首次跌至4000亿美元下方，因央行[微博]已经在卖出美元以支撑卢布。在干预乌克兰吞并克里米亚后，多事受到西方制裁。很多公司和银行已被西方资本市场拒之门外。
政府周一宣布救助银行业的新举措。总理梅德韦杰夫在政府会议上称，已经签署了向俄罗斯银行提供1万亿（196亿美元）卢布的法令。副总理舒瓦洛夫(Igor Shuvalov)称，清单上的银行可以在1月中旬得到资金。瓦洛夫表示，措施有助于在新的环境中进一步稳定银行部门，帮助他们在可能的震荡发生时有效地自我防护。
