欧洲央行购买主权债的机率仍然不高

据路透最新调查显示，欧元区货币市场交易商称，欧洲央行在未来一年购买主权债的机率上升，因为现有政策措施未能推动通胀率升向目标水准。
欧元区货币市场交易商认为欧洲央行有40%的机率购买主权债，这一机率高于9月8日路透调查中的25%。
这与欧洲央行9月4日会议后对分析师进行的快速调查结果一致。当时欧洲央行将存款利率再次调降10个基点，实际等于对在央行存放隔夜资金的银行提高了收费。
欧洲央行还通过定向长期再融资操作向银行提供一系列新贷款，此举旨在促进放贷。但首轮操作的申请率低于市场预期，12月将进行的第二轮操作的申请率也可能不高。
“欧洲央行迄今为止采取的所有措施，并没有产生有利于央行的效果是他们的重型武器，现在他们恐怕不得不掏出这个武器了，”一位交易商说。
但欧洲央行面对的政治压力有可能促使它不去购买主权债，一家大型交易商的交易员如是说。
德国央行就一直反对欧元区实施极宽松的货币政策。下周各家银行将向欧洲央行偿还40亿欧元长期贷款，这些贷款是他们在2011年底至2012年初期间从央行获得的。上周银行业者向欧洲央行偿还了59亿欧元贷款。欧洲央行将在每周常规再融资操作中提供850亿欧元资金，略高于本周到期的842亿美元。
