印度CAD收窄 或将下调黄金进口税收

印度央行(RBI)周二(1月28日)表示，预计2013-2014财年印度的经常帐赤字(CAD)将从GDP的4.8%下降至2.5%以下。分项数据显示，2013年一季度印度CAD为GDP的4.9%，二季度下降至GDP的1.2%；2013年上半年CAD均值为GDP的2.6%。
印度央行指出，“本财年的CAD很可能降至GDP的2.5%以下，主要是因为外国直接投资(FDI)和外部商业贷款(ECB)的增加，缓解了近期CAD的膨胀压力。”
2013年4月由于国际金价大跌，印度国内曾燃起空前强势的实物金需求，一度导致该国经常帐赤字大幅走宽。此后印度政府加强了对黄金进口的管制，包括将黄金进口税自4%上调至10%的历史高位，同时强制进口商将20%的进口黄金用作出口用途，印度黄金需求这才有所降温。
2012-13财年印度的经常帐赤字曾触及GDP4.8%的历史高位，共计882亿美元。
印度财长P Chidambaram本周曾表示，“随着印度经常帐赤字逐步的改善，政府可能考虑在2014年3月末放宽一部分的黄金进口限制。”，这表明印度有望在未来下调黄金进口税。
然而，印度央行警告称，政府必须对CAD保持关注，因为2014-15财年新兴市场及发展中经济体(EMDE)的资本流动可能较为温和。这意味着未来的外部商业投资可能不会像2013年夏季那样强势，CAD仍有走宽的可能。
