信评机构惠誉(Fitch Ratings)22日指出，法国、德国、英国的公债GDP占比若超过90-100%就可能丧失「AAA」主权债信评等，美国因拥有储备货币地位、因此公债GDP占比在升至110%之前都还可以享有AAA评等。惠誉指出，2013年AAA评等国家的公债GDP占比平均为47%、高于所有主权债信国家的42%。
惠誉16日宣布将美国「AAA」主权债信评等纳入负面观察名单，主因为美国并未适时地调高联邦举债上限。惠誉指出，美国是债务水平最高的AAA评等国家。惠誉表示，政治僵局以及财务弹性降低恐将提高美国债务违约的风险。惠誉曾表示，只有在美债利息或本金延迟支付的情况下，才会认定美国债务违约(注：届时债信评等将降至「局部违约」。
英国金融时报(FT)知名专栏作家Martin Wolf 22日指出，美国政府收入GDP占比太低(美国国会预算办公室(CBO)预估2038年将为19.7%)，除非茶党愿意削减社会安全以及美国联邦医疗保险(Medicare)支出。他说，CBO数据显示美国政府收入GDP占比必须升至22%。
美国财政部数据显示，拜国会调高举债上限(注：2014年2月7日以前可无限量举债)之赐，截至2013年10月17日为止美国公债余额帐上立即暴增3,300亿美元至17..08兆美元、创历史新高！美国总统奥巴马(Barack Obama)自2009年1月20日宣誓就职以来，美国公债余额总计增加6.45兆美元、增幅达60.7%！同一时间黄金现货价自836.65美元/盎司升至1,340.43美元、增幅达60%。
2000年当美国联邦政府还有预算盈余的时候，当时联邦收入GDP占比报19.9%。CBO依据现行法令推估，2038年联邦收入GDP占比将自过去40年的平均值(17.5%)升至19.5%。换言之，2038年联邦税收等收入仅够支应主要健康照护计划、社会安全(14%)以及支付利息给外国债权人(5%)，包括国防、其他斟酌性支出等支出都得举债支应。
