10地区去年政府负有偿还责任的债务率超过100%
6月10日，审计署今天在其官网公布36个地方政府本级政府性债务审计结果，审计结果表明，有10个地区2012年政府负有偿还责任的债务率超过100%；如加上政府负有担保责任的债务，有16个地区债务率超过100%。
在债务负担变化情况方面，审计结果表明，从债务率(债务余额与地方政府综合财力的比率，为衡量债务规模大小的指标)看，36个地方政府本级中，有24个地区2012年政府负有偿还责任的债务率比2010年下降；如加上政府负有担保责任的债务，有31个地区债务率比2010年下降。但仍有10个地区2012年政府负有偿还责任的债务率超过100%；如加上政府负有担保责任的债务，有16个地区债务率超过100%。
审计结果指出，从偿债率(当年还本付息额与地方政府综合财力的比率，为衡量当期偿债压力的指标)看，36个地方政府本级中，有13个地区2012年政府负有偿还责任债务的偿债率比2010年下降；如加上政府负有担保责任的债务，有18个地区偿债率比2010年下降。但仍有14个地区2012年政府负有偿还责任债务的偿债率超过20%；如加上政府负有担保责任的债务，有20个地区偿债率超过20%。
审计结果表明，从逾期债务率(逾期债务额占债务余额的比重)看，36个地方政府本级2012年政府负有担保责任的债务和其他相关债务的逾期债务率分别为0.59%和0.75%，分别比2010年上升了0.16和0.48个百分点。
