国际货币基金组织(IMF)工作人员上周五(7月17日)警告称，受新冠病毒大流行影响，预计2020年美国经济产出将萎缩6.6%，但新增病例数再度攀升和系统性增加的贫困可能会使这一前景恶化。
在结束对全球最大经济体美国的定期评估后，IMF工作人员列举了其他风险，包括政府和企业债务水平大幅上升，以及长期处于低通胀、甚至是负通胀的前景。他们还认为，美国应该逆转现有的贸易限制政策，降低关税壁垒，这些措施正在破坏全球贸易稳定。
自新冠疫情爆发以来，特朗普签署法案，以向企业、个人和地方政府提供数万亿美元的援助来刺激经济。他还敦促各州尽快重启经济，哪怕染疫人数还在不断上升。

在新冠疫情大流行期间，特朗普大大减少了赴美外国人人数，认为出于健康原因和保护美国劳工就业需要采取这些步骤。本月早些时候，他甚至还宣布了新规：若学校在秋季完全实施在线教学，国际学生必须离开美国。面对来自大学、商业协会、科技公司和工会的广泛反对，特朗普随后放弃了该计划，但仍可能重新讨论该问题。
美国决策者还需要通盘考虑，出台进一步的政策措施来提振需求，在支持最弱势群体的同时，保护全社会的积极进取创造精神；否则将增加整体经济的风险，并可能导致社会动荡，那样只会恶化金融市场人气。
