5月27日，全球经济活动将缓慢重启，黄金出现跌幅，但由于美元持续受压制，金价跌幅优先，同时欧盟将扩大资金规模来实现欧洲经济复苏。同时国际关系的对抗程度加大，容易让风险偏好恶化，支持了黄金的避险需求。
许多先前遭受新冠疫情严重冲击的地方，现在正允许更多企业恢复常态运营，这导致投资者解除避险押注，金价录得5月12日以来新低1697.65美元/盎司；但围绕全球政经前景的角力，令金价跌势受限。
欧元兑美元盘中一度下跌0.42%至1.0934，因欧洲央行副行长金多斯预测，称欧元区2020年GDP料萎缩8%-12%。美元指数受到提振，最高上扬0.35%至99.347。
7500亿欧元资金分为5000亿欧元救助金和2500亿欧元贷款。其中，意大利将获得820亿欧元救助金和910亿欧元贷款，西班牙将获得770欧元救助金和630亿欧元贷款。意大利和西班牙是遭受新冠疫情冲击最严重的欧盟成员国，两国均有超过23万人感染病毒。
法国和德国此前仅提议，设立一项规模达5000亿欧元的复苏基金，向受冠状病毒疫情冲击最严重的欧盟国家和行业拨款。但奥地利、瑞典、丹麦和荷兰反对该计划，呼吁采取贷款的形式。
消息人士表示，欧洲央行正在起草应急计划，以在没有德国央行参与的情况下实施其数万亿欧元的债券购买计划，以防德国最高法院迫使该计划的这一主要参与者退出。在这种最坏情境下，欧洲央行将史无前例地对其最大股东德国央行采取法律行动，使其重新参与购债计划。
德国宪法法院要求欧洲央行在8月初之前证明其大规模购买政府债券计划的合理性，否则只能在德国央行不参与的情况下继续该计划。德国央行本应执行购债计划中逾四分之一的公债购买。
迄今为止，德国政府表现出乐观态度，认为这种情况是可以避免的。德国总理默克尔本月稍早对党内高层官员表示，如果欧洲央行对该计划加以解释，问题是”可以解决的”。将德国排除在欧洲央行的旗舰刺激计划之外，会引发有关欧元区解体的猜测。而这也是德国政府一直试图平息的。
