美国联邦通信委员会计划于11月举行投票，决定是否将华为和中兴公司定为国家安全风险，这意味着他们可能将不会被列入美农村电信运营商85亿美元政府基金的可采购名单中。

美国9月商品贸易逆差下降，但这并未改变三季度经济增长进一步减速的看法，因消费者支出放缓且企业投资下滑。经济学家仍然警告说，全球经济增长放缓将会发展成为一场全球性经济衰退。
分析师表示：“预计第三季度库存实际增速回落，这意味着未来库存对经济增长造成的拖累可能小于我们此前的预期。但第四季度经济增长前景看上去并不特别乐观，因截至9月，部分与资本支出和消费者支出相关的数据的发展轨迹很疲弱。”
英镑兑美元收复日内全部跌幅，并转升0.04%至1.2853。最新消息显示，英国唐宁街10号将接受苏格兰民族党和自由民主的修正案，在12月11日举行大选。英国反对党工党领导人科尔宾称，将会支持提前大选。
英国首相约翰逊的选举法案将在北京时间周三(10月30日)凌晨00:30进行二读，并在稍后的凌晨2:30进行最终投票。如果修正案“太多”，议员们将拒绝进行单独投票，而是将其合并为几项“联合”投票。
