现货黄金虽然下跌，但上涨动能强大

8月 22日，现货黄金创下一周新低，因美联储对进一步推行宽松政策有分期，但美元指数受到英镑上涨的压制，而金价则收复之前的跌势。而美国总统特朗普再次呼吁美联储降息。而本周五的杰克逊霍尔全球央行年会上，鲍威尔的讲话将决定市场的未来走势。即使美国自身经济良好，但外部因素也需要考虑在内。
美国总统特朗普周三表示，他没有在考虑削减薪资税，也没有考虑将资本利得税与通胀率挂钩。薪资税是为老年人医疗保险和社会保障计划提供资金的。
目前的市场表现似乎暂时支持美联储7月纪要和特朗普不考虑减税的说法，但这种情形在鲍威尔演讲后可能难以持续，股市可能下滑，从而利多黄金。
美债收益率曲线上周倒挂，凸显出美国衰退风险。根据CME的Fed Watch工具显示，投资者预期美联储9月会议至少降息25个基点，2019年年内累计降息3次(75个基点)。
美国总统特朗普最近几天加大了对美元走强损害美国出口的抱怨。周三，他再次在推特上呼吁美联储降息，“美联储的利率应该在相当短的时间内至少要降息100个基点。”
国际货币基金组织(IMF)周三警告各国政府，不要试图通过货币宽松或市场干预来压低本币汇率。IMF在一篇博文中表示，这将损害国际货币体系的运行，让所有国家的情况都变得更糟。
美联储决策虽然只需对国内负责，但美联储也是事实上的地球村央行，它的政策不仅会产生溢出效应，而且决策也会受制于外部因素。
经过三年来断断续续的加息周期后，美联储去年末被迫改变政策立场。美联储政策大反转表明，全球其它地区对美联储的影响甚大。因为其他19家央行已先后采取了降息行动，他们都不约而同地放松货币政策，突显了这一点。
随着全球经济放缓势头增强，美联储可能发现与过去相比其工具在范围和影响力方面更加有限——这是美联储重新评估一些问题的主因，比如能够如何再次使用曾经被视为非常规、如今却成为主流的债券购买计划。
