美元市场在上周五上演反弹，市场巫师美联储官员的鸽派发言，在美盘时段，美元指数重新上涨。收复跌幅。虽然美国国会仍然需要就预算案做出表决，但是已经做出妥协支付修墙资金，无论最终结果如何，特朗普在这场预算案中已经成为了最大赢家。
过去近两周以来，美国一府两院再度在预算拨款问题上陷入危机的局面，已经成了市场的一块心病。迟迟无法达成财政协议的局面也令美国政府在周五午夜过后停摆的风险持续上升。在此前美国总统特朗普于周四通过其新闻发言人宣布“不会签署任何不包含边境墙修建费用的预算拨款法案”后，市场一度认定美国政府在圣诞新年假期停摆已经成为定局。这是美元指数在周四录得一个半月最惨一跌赤元凶之一。
这无疑意味着特朗普在这种进行到最后关头的预算博弈中先胜一局。在此之后，他在美国当地时间周五再接再厉，“置于死地而后生”地宣称，如果国会参院仍然拒绝批准在预算中纳入修建边境墙的费用，那么此后美国联邦政府将会“停摆很长时间”，而届时，由此造成的后果需要全部由拒绝批准预算的国会参院民主党人来承担。
由此可见，特朗普所采取的策略便是经典的“斗鸡博弈”战术：事先摊牌所可能出现的最坏状况，再将对手逼到墙角迫使其就范。在国会众院已经被迫松口之后，参院面临的压力之大便可想而知。虽然在周五美国市场收市之时，参院还剩下8个小时时间来就是否给“边境墙”拨款做出最后决定，但是投资者对美元走势的押注显示，美国政府在最后时刻避免停摆或成为大概率事件。
如上所述，在美国政府停摆危机四伏的同时，白宫与美联储的口水战也是近期市场各界所瞩目的又一焦点。在本周三美联储如期加息，并且主席鲍威尔在新闻发布会讲话中不卑不亢地强调了政策独立原则之后，对于其下一步政策可能继续趋于紧缩的担忧已经令全球投资者紧张不已，这也加剧了美国股市连日大跌的颓势。为此，美联储两位重磅官员不得不在周五现身说法，试图用更温和的口气，来平复市场的恐惧情绪。
虽然，此后美联储官员梅斯特也出面讲话，并且基本是重复与强调了此前威廉姆斯的观点，但如此“复读机”式的言论已经很难再激起市场的兴奋点。反而，本周以来一直萦绕的避险情绪仍然挥之不去。在美国政府停摆前景仍未定数的同时，大家更加担心欧洲市场和全球新兴市场在美联储进一步收紧银根之后的应对前景。
好在，在周五收复以后，欧美市场的圣诞假期即将开启，下周一美股将仅交易半日，周二则将全天休市。投资者也将迎来难得的喘歇机会。在美国政府停摆风波尘埃落定之后，近期全球金融市场的动荡不安局面也将暂时画上休止符，一切都将有待来年再作分晓。
