税改前景美元将遇光明
美国政策走向的进一步趋于明朗化，欧洲政局波澜再起的状况，则令欧系货币受到重创。盟峰会本与会各国却在其他方方面面的问题上吵做一团。同时，德国组阁进程仍然步履维艰，而奥地利的右翼自由党却堂而皇之入阁。这无论如何都令欧元在年底之际再度面临生死抉择。
今年下半年以来，左右美元和美国金融市场动向的一大关键因素，就是美国总统特朗普所推动的“税改”的成败得失。上周，媒体爆出有两位共和党参议员再度对修改协调版本的“税改”案存有异议，可能不会在最终表决时予以支持的状况，就曾经令美元走势在已经遭受了耶伦关于“经济危机未来可能卷土重来”之负面措辞打击之余，进一步地承受重压。
好在，上周五美国国会终于传出“喜讯”。在参院领袖对议案进行了修改，增加了育儿退税补贴额度之后，原先持有异议地的佛罗里达州参议员、曾在2016年与特朗普竞逐共和党初选的鲁比奥终于高抬贵手，宣布愿意投下赞成票，而之前在参院初步表决时投下共和党内唯一反对票的参议院外交委员会主席科克(Bob Corker)也已经会心转意，称将为税改的通过保驾护航。
而据内部人士透露，新税改方案将在周二(12月19日)交付国会众院表决，此后参院将很快跟进。按照原先会期日程，美国国会两院本应从本周就开始圣诞新年假期，如今却因为“税改”案的表决而让大家被迫“加班”，因此，归心似箭的议员们也不希望折腾出更多节外生枝的状况，让自己和投资者都落得过不好年。于是，在圣诞节前，税改的闯关成功已是大概率事件。
与美国财政政策前景“柳暗花明”的状况构成鲜明反差的，则是欧洲各国在年关将临之际再度陷入困顿的格局。上周四至周五(12月14-15日)，欧盟年内最后一次峰会在布鲁塞尔召开，对英国“脱欧”事件进展的评审本该是这次各国领导人聚会的核心议题，但与会的各位大佬却在其他各种问题诉求上吵做一团，包括但不限于意大利所面临的银行业危机、持续困扰欧洲多时的难民风波，以及欧元区未来是否需要进一步东扩等问题。
