税改法案即将投票

目前税改还停留在国会两院各自的决策阶段；此前众议院和参议院各提出了一个税改法案版本，两个法案版本有诸多不同，法案通过进程也各不相同。
众议院和参议院的法案尽管有不少不同之处，不过也有相同点。比如，两个法案都计划将企业税从35%降至20%；都准备将美国人用来降低税费的儿童税收抵免翻倍；而且都允许立即、完全扣除企业在五年内购买新器材所需缴纳的税费。
众议院和参议院法案的不同之处主要集中在以下几点：纳税等级的划分、如何处理附带权益的税种、减免企业税的开始时间以及对于现在的税收优惠是进行缩减还是完全取消。
目前，已经有二十名共和党议员反对为这项税收法案而设置的预算框架。而且如果迟迟不能解决他们的忧虑的话，还会有更多共和党加入反对这项税收法案。
共和党的任期会一直持续到2018年，所以共和党可以在未来一整年对减税进行讨论。但共和党还是不能拖延太久——因为共和党至少要赶在2018中期选举的竞选阶段之前把这件事搞定，这样才能为自己赢得竞选的资本。
