美国参议院通过财产预算案，美元走低
周五（10月20日）亚市早盘，美元指数强势走高，非美货币普遍承压走弱，因美国参议院投票批准2018财年预算案，这将为共和党在不需要民主党支持的情况下推进减税措施铺平道路。
由共和党控制的参议院以51票对49票的结果通过了该预算案。根据该议案，为了支应共和党所提议的减税，联邦赤字未来10年将可能增加至多1.5万亿(兆)美元。
参议院的预算案必须与众议院通过的内容差异巨大的版本协调一致，才能提交给总统特朗普签署。美国众议院也由共和党控制。该案对总统特朗普年底前通过税改立法的前景至关重要。
参议院共和党党鞭John Cornyn称，他预计2018财年支出计划将获得所需的支持，从而使共和党获得一项立法工具，进而能够无需民主党的支持，便能在参议院通过税改议案。
当被问到共和党是否有足够票数通过这项预算案时，Cornyn向路透称：“我认为我们可以。”该案需要在100名议员中获得至少50名议员的同意，而副总统彭斯拥有打破僵局的一票。
共和党在参议院的优势仅为52-48席，鉴于民主党人多数反对特朗普向企业和个人最多减税6万亿(兆)美元的计划，因此共和党内部不能再有人投反对票。
得益于参众两院批准的预算决议案，共和党人可利用一项名为“协调(reconciliation)”的立法程序，仅需简单多数便可让税改议案在参议院获得通过，无需通常所要求的60票支持。
共和党周三投票否决了民主党的多项修正案，这些修正案旨在防止向美国富裕阶层减税，并保障老年人和贫困者Medicare和Medicaid医疗保险的资金提供。

分析师则认为，美国富人受惠最大。偏左的美国进步中心(Center for American Progress)公布一份报告称，特朗普本人将因企业税改计划每年可以获益2,300万美元；同时联邦继承税的废除将让他的继承人及其内阁成员的继承人获益35亿美元。
