美国财务长：税改能让富人受益
美国财长努在10月18日表示，税改令富人受益是不可避免的。努钦表示，收入最高的20%的人所交的税款税占到了总税款的95％。收入最高的10%的人所交的税款税占到了总税款的81％。所谓“税改”不可能绕过这个群体。
努钦称：“所以当你全面削减税收时，很难在对中产阶级减税的情况下不对富人进行减税。”这与努钦此前的表态形成了鲜明的反差。2016年11月大选结果揭晓后后，当时刚被提名，还在高盛公司任职的他在接受者的采访时承诺，富有的美国人不会获得减税。
Mnuchin当时表示：“高收入者获得的任何减税都将被更少的扣除项抵消，富人不会获得绝对的减税。当我们和国会一起工作时，这个问题很清楚——这是针对中产阶级的减税。”
但自2017年上任以来，努钦开始软化这个被称为“努钦法则”的承诺。努钦在5月时曾表示，不让富人获得减税是目标，并非是承诺。
努钦当时表示：“特朗普的目标是创造一个中产阶级的减税。我不能保证结果如何，原因为这将是行政部门和众议院、参议院共同努力的结果。”
努钦称：“总统的优先项一直不是为富人减税。他的首要任务是创造一个中产阶级的减税。所以我们将看看结果如何。”据税收政策中心的分析师们的说法，这是一个税收计划，在2027年时，由此带来的80%的利益都将是留给最富有的1%美国人的。
特朗普此前曾坚持表示，他希望国会在年底通过税改，并表示像他这样的富人不会因税改受益。FX678援引外媒的报道，事实上，根据税改大纲，仅取消遗产税一项就将令许多富人受益。根据目前的美国税法，遗产税的起征点为个人550万美元。
但是，特朗普政府表示，取消遗产税关乎公平，而非只是数字游戏。对此，努钦也辩解说：“遗产税是一个经济问题，也是一个哲学问题。人们在活着的时候已经一直在纳税，为什么死后还要再交一次税？”
