特朗普取消债务上限，美元重跌相迎
美国总统特朗普暗示，希望此后在12月再度进行债务上限谈判时，一劳永逸地永久取消“债务上限”这一“紧箍咒”，从而令美国联邦政府获得无限借债的权利。此举一旦落实，会让美国财政政策失去一项重要监管，令政府债台高筑和滥发货币的状况更加肆无忌惮。所以，美元汇率直接以重跌相迎，也在情理之中。
但这一表面上的利多消息在周四传出后却未能有效提振美元汇率触底回暖，美元指数反而在周五亚洲时段继续承压，逼近91整数关口。除了受到欧元上涨、朝鲜局势依旧紧绷和美国即将再度遭遇飓风灾害等负面因素的影响外，还因为美国国会新债务上限协议的长期影响并没有大家想象的那么乐观。所谓的债务上限只是被“缓刑”三个月，而在此期间，特朗普新政的落实进行也会相应延后，因此，这并不是市场所乐见的状况。
据媒体报导，当地时间周三早间，特朗普在会见国会领袖时就曾暗示，美国国会应该在日后尝试达成新协议，永久性地取消债务上限规定的硬性约束。他认为，除非这么去做，否则此后每隔一段时间就进行的提高债务上限的谈判，只会带来治标不治本的结果。
特朗普因此提议，在12月份再度进行预算谈判时，国会应当最后一次地提高债务上限，将其提高到“无穷大”水平，然后日后就再也不会有这方面的困扰。而他表示，利用未来三个月的时间，再就此动议与国会领袖们好加商谈。特朗普之后在接见到访的科威特埃米尔时也表示，债务上限措施在历史上确实起到过积极的意义，但现在它已经过时了，并成为了一大需要被摆脱的阻碍。
但无论如何，在投资者看来，美国特朗普政府试图摆脱债务上限约束的企图，就昭示了其打算推行扩张性财政政策的决心，而这势必会带来对美元币值的顾虑，尤其，是特朗普政府似乎也乐见美元今年以来持续贬值所带来的“积极”影响，于是，弱势美元可能并不是如大家想象，是“特朗普新政”不给力的后果，而恰恰就是“新政”的一大核心行动。这似乎也是大家年前在特朗普上任之前，所始料未及的状况。
