美国除了朝鲜问题外还有更大的问题
近期朝鲜地缘局势问题毫无疑问成了牵动市场神经最多的重磅事件，但这一事件的未来发展和影响难以预期。因此对于市场来说，还有两件重磅事件更需要关注，而且这两件事情对市场造成的影响都更加容易预期——那就是9月时美国政府的预算和债务上限问题，以及美联储的货币政策会议。
分析师表示：“对于我来说，7月和8月末的重点是关注美联储和欧洲央行的动向。我认为这才是对市场来说最重要的事情，因为其对市场心理造成的影响是可以量化预期的，而朝鲜事件的影响则难以预期。”
目前来说，分析师预期，如果美国国会在9月不能妥善解决预算法案问题，未能提高债务上限，会对市场的情绪造成更大的负面影响。
美国国务卿努钦已经警告称，美国政府将会在9月29日前触及其债务上限，如果在那之前美国政府不能提高债务上限，美国就会陷入债务违约的境地。此外，国会必须在9月30日前通过政府预算，否则美国政府就会重现2013年的黑历史，再度“关门大吉”。
尽管很多分析师都预期美国国会最终能够解决这两个问题，但在问题彻底解决之前，如果出现任何波折，都会对市场情绪造成负面影响。
分析师表示：“从之前的记录来看，共和党众议院、参议院和和总统都一事无成，所以也很难期待在他们休完假之后就能顺利解决这些问题。而且在未来的几年，我们都会持续担忧他们的能力问题。”
此外，另一个牵动市场神经的就是美联储了。目前市场普遍预期美联储将于9月缩减4.5万亿美元的资产负债表，此外美联储还预期今年再加息一次——而市场怀疑这一预期是否会实现。
美联储将于9月19日、20日举行货币政策会议，市场预期美联储官员将会释放鹰派信号。此外本月末的全球央行年会——杰克逊霍尔年会上，欧洲央行行长德拉基将出席，市场预期德拉基可能也会发表一些鹰派言论。市场预期欧洲央行可能也将开始退出宽松政策。
如果美国通胀水平很快回升，那么美联储官员继续推进其加息计划的可能性将更大。但如果通胀压力依然疲软，加息步伐可能放慢。
耶伦的态度转变就让市场推迟了美联储加息的时间预期，目前从期市来看，市场预期美联储明年只会加息一次，在今年12月加之前加息的可能性也只有50%。而此前美联储透露的预期是今年会再加息一次，明年会再加息三次。
