特朗普医改：千万人将失去保障

CBO的这份报告中还显示，从这份名为美国医疗保健法案的提案来看，联邦赤字在2017至2026年将减少1190亿美元。该法案本月已得到共和党主导的众议院通过。CBO的报告将使参议院未来对《美国医疗法案》的讨论更加激烈。此前，在众议院投票表决《美国医疗法案》时，民主党议员无一投赞成票。
特朗普鼓吹医改的几大亮点：加大对年轻成年人的保费补贴，减少对老年人的保费补贴，允许使用补贴购买奥巴马医改范围之外的个人保险；允许保险公司向老年人收取比年轻人高5倍的保险。此前奥巴马医改的标准是3倍；对不持续投保的人征收惩罚性保费；将医疗补助计划向各州的拨款转换至分类拨款；给各州申请豁免的权力，让保险公司向存在预先健康状况的人收取更高的保费——如果他们的保险曾中断。向各州发放资金，以用于高风险的个人，或用于其他用途。
对此，奥巴马医保的支持者则表示，虽然奥巴马医保法案还有改进的空间，但其不是一个失败。他们指出，奥巴马医保历史性的降低了无保险的人数，并使得一些健康状况不佳的人免遭保险公司的歧视。
共和党参议员发表声明称，虽然自己赞成废除奥巴马医保，但自己却反对原封不动地通过美国医疗保健法案。他称该法案只是第一步，并非最终解决方案。汇通网报道，民主党人也抨击了这项法案，并表示国会预算办公室的报告能证明，这将是灾难性的法案，数以百万计的人将因此失去健康保险。CBO估计，对于新版的《美国医疗法案》，到2026年失去医保的人数可能会比旧版少100万人，同时会使保费降低。
