美联储卡普兰：6月或7月都适合加息
美联储将于6月14-15日召开议息会议讨论加息事宜，北京时间周三凌晨，美联储达拉斯联储主席卡普兰(Robert Kaplan)出席美联储在米德兰主办的社区论坛，在该论坛上，卡普兰声称今年6月或7月加息都是适合的，但目前来看具体哪次加息还不好说。卡普兰希望美联储能够在2016-17年时移除宽松政策。
针对近期油市供求平衡问题，卡普兰认为全球油市仍然供应过剩，全球油市仍有每日100万桶的过剩供应。他预计到2017年第一季度油市供需将实现平衡，而未来3-5年内油市可能会出现供应短缺。卡普兰的言论侧面映射出近期石油供应中断不能从根本上改变原油供需基本面。
在加息问题上，卡普兰重申美联储将会谨慎、有耐心并且逐步地加息，他希望能够继续货币政策正常化的道路，但具体决策要根据数据来定。卡普兰表示美联储应该在“不太远的将来”升息，并声称将在未来几次会议中提议加息，尽管卡普兰并非2016年FOMC票委。此外，卡普兰称美联储将在6月FOMC会议上评估英国脱欧公投不确定性，这可能会对6月加息产生影响。
经济数据方面，卡普兰仍然认为美国2016年消费将有强劲表现，有证据显示通胀正在接近美联储2%的目标水平。例如，周二（5月17日）美国劳工部公布的数据显示，美国4月份消费价格指数环比增速创2013年2月以来新高，表明伴随油价逐步稳定，通胀率开始有所回升。
卡普兰预计今年美国失业率会进一步下降，劳动力市场的闲置状况仍然存在。卡普兰认为目前较大的风险在于影子银行。
所谓影子银行，是指有利于银行监管体系外的信用中介体系，因影子银行的期限错配、流动性转换、信用转换和高杠杆等因素，经常引发金融系统性风险。
