威廉姆斯：未来新的“常态化”利率可能低于3%
美国旧金山联储主席威廉姆斯周一(5月2日)称，目前的最大系统性风险是加息带来许多资产价值大幅下滑。未来新的“常态化”利率可能低于美联储官员的预期中值3%。他在2016年联邦市场公开委员会(FOMC)中没有投票权。
威廉姆斯表示，“目前的均衡利率远低于20年前，即便是加息之后的新常态利率也将较低，我认为存在一些重大下行风险，‘新常态’利率更有可能在3%甚至1%。”
他认为，“美联储能够升息的事实对全球经济有利，美国在未来几年内将利率调升至正常水准是合理的，美联储有考虑溢出效应。”
此外，威廉姆斯还称，“经济所面临最大的系统性金融风险，即随着利率上扬，诸多资产将大幅下行的可能性。不过，目前系统性风险不是最大的问题，人们依然处于避险模式之中。”
