美联储二号人物、副主席费希尔周二在休斯敦演讲后的问答环节上称，虽然美联储正在研究国外负利率的经验，但没有使用负利率的计划。
费希尔表示，欧洲负利率的经验比预期要好，但欧洲的一些负利率阻止了资本流入。美联储在如何改革的问题上会听取所有建议，央行独立性对好的政策来说很重要。
他认为，如果不是油价暴跌及美元走高对进口的影响，美国通胀率将接近美联储2%的目标值。同时，美国生产率的疲软更多是暂时性的，而并非是经济长期停滞的信号
在引发金融市场波动问题上，费希尔指出，中国与油价共同对市场造成波动，且中国的影响不亚于油价下跌。
早前费希尔的演讲内容称，现在判断2016年头七周市场波动加剧的后果为时过早。如果金融市场走向造成金融状况持续紧缩的话，可能会放缓全球经济增长步伐，进而影响美国的增长和通胀。但是最近几年，我们曾经历过类似的波动时期——包括2011年下半年，它们基本没有对经济造成显著影响。
眼下距离美联储下次会议只有三周的时间，决策官员时间所剩无几，他们尚未向市场发出加息仍在考虑之列的可靠信号。联邦基金利率期货的定价显示，投资者预计联邦公开市场委员会(FOMC)在3月15-16日会议上加息的概率只有10%左右。
费希尔表示，自美联储12月份加息以来，最近的经济数据显示美国劳动力市场持续好转，通胀显现出升温的迹象。
不过，当被问到FOMC在下次会议上将有何行动时，他称自己无法回答这个问题。
