随着市场对美国经济陷入衰退的担忧加剧，周四(2月11日日)美联储主席耶伦出席美国国会参院听证会期间表示，未来经济确实存在衰退的可能性，但任何年份都有可能面临这一问题。她还表示美联储正在研究，如果经济形势恶化，负利率是否对经济有帮助，不排除实施可能性。

当共和党参议员Bob Corker 问及美联储是否会考虑实施负利率时，耶伦开门见山，她重申周三的声明，2010年美联储曾考虑负利率，但认为当时实施负利率并非一个好的选择。
耶伦透露，美联储在参考欧元区和其它国家的负利率实施情况，因为要为今后不时之需做准备。美联储还未完成对负利率的评估工作。对于负利率，需要在制度体系下思考，看是否会运转得好。上日，耶伦在听证会上表示，负利率是否合法，还不清楚。美国实施负利率是否受什么限制，也不清楚。
市场参与者担忧央行负利率的有效性及其负面影响。耶伦证词公布后，道琼斯工业指数延续跌势，一度下跌了230点，尾盘跌幅有所收窄。
双线资本(DoubleLine Capital)的债券大师冈拉克(Jeff Gundlach)表示，他不认为美联储会实施负利率，堆积的经验证明负利率是有害的，毫无帮助的。
耶伦称，油价走势令美联储震惊，油价下跌迄今对经济的影响主要是负面的，但总体而言低油价有利于美国经济。美元升值在意料之内，因为美国经济表现强劲，加上其他央行与美联储的政策分歧加速了美元资本流动。但美元持续保持强劲有些许在意料之外，尽管最近美联储一直追踪美元走势。
耶伦指出，美元升值幅度有些许出乎预期。美元走强对抑制通货膨胀挥发了重要作用。
去年12月份，美联储逾9年来首次上调利率25个基点。然而，全球其他各国央行均仍在降息的状况之上。在耶伦的讲话之前，标普500指数开年已经累计下跌近10%。
