俄罗斯总统普京周六(11月28日)签署对土耳其实行制裁的总统令。稍早前俄外长拉夫罗夫(Sergey Lavrov)就已经表示取消访问土耳其的计划。
根据总统令，旅游公司不得办理前往土耳其的旅游手续。总统令要求政府采取措施，禁止包机往来俄土航线，严格监督土耳其运输公司在俄境内的活动，监督港口，监督俄罗斯亚速海－黑海港口水域的运输安全，包括禁止土耳其船只在俄罗斯海港水域逗留和航行。从2016年1月1日起，除外交人员和家属以及具有临时居住证的人以外，土耳其公民暂时不得入境俄罗斯。
俄罗斯一架苏－24战机周二(11月24日)在土耳其和叙利亚边境叙利亚一侧坠毁。土耳其方面说，俄战机非法侵入土领空，土军方多次警告无果后将其击落。俄罗斯方面则说，战机当天全程未离开过叙利亚领空，而且是在叙利亚境内坠毁。
