宽松还是加息？这是近期全球货币政策的两大主基调。不过，从周一(11月2日)公布的全球制造业指数数据看来，这两大政策之于经济的提振效果极为有限，10月全球制造业仍然毫无起色。
中国：更多宽松举措待出
周一首先公布的数据显示，中国10月财新制造业PMI 48.3，尽管好于预期的47.5，但仍为连续第八个月位于枯荣线下方。
凯投宏观高级全球经济学家Andrew Kenningham就此认为，“中国会有更多宽松举措。他们正处于一个较长的宽松周期之中，宽宽松很可能会持续之明年晚些时候。”
欧元区：制造业复苏平淡 需加码QE
Markit周一公布的数据显示，欧元区10月制造业采购经理人指数(PMI)有所上升，但增速仍很疲软，企业以八个月来最快的速度下调出厂价格，尽管量化宽松(QE)已实施逾半年。
在10月的议息会议上，欧洲央行行长德拉吉一反往常地表示，一些委员今天暗示要采取行动。欧央行12月份必须重新审视货币政策宽松的程度，并且欧洲央行已经讨论了下调存款利率(可能及后果)。
美国：疲软扩张令年内加息存疑
美国供应管理协会(ISM)周一公布，该国10月ISM制造业指数50.1，低于9月的50.2，创2013年5月以来新低。这意味着，尽管美国制造业活动继续扩张，但近几个月以来扩张速度逐渐放缓，并已接近零扩张状态。
Markit资深分析师Tim Moore表示，“10月PMI调查突显了美国制造业仍步履艰难，备受美元走强打压，以及全球经济不确定性影响，不过国内支出尚具韧性，且成本压力较低仍令经济处于回升轨道。”
