2015年FOMC票委、旧金山联储主席威廉姆斯(John Williams)在周四(10月1日)发表讲话时表示，重申呼吁美联储在今年晚些时候加息。
威廉姆斯表示，经济扩张进入第七年，且动能强劲。消费者支出为经济增长提供动力。预计随经济好转就业增长会放缓，未来每月料需要新增至多10万个就业岗位。美国裁员的水平目前非常低。威廉姆斯同时指出，毫无疑问全球经济的发展状况是美联储决定暂缓加息的原因之一。即便处在充满不确定的环境中，美联储仍需要采取必要的行动来达成目标。
威廉姆斯称，美联储加息时应该没有人会感到意外，不担心届时金融市场反应剧烈。他强调，海外国家的货币刺激措施在帮助推高美元。威廉姆斯认为，美联储开始加息后，将在某一时点让资产负债表有序地萎缩。如果经济前景改变，即便加息后也是有理由降息的。
威廉姆斯同时表示，美国月度就业增速维持在10万-15万以上是合适的。预计美国失业率2016年将下滑至4.5%-4.75%的区间，2017年将升至5%。不希望经济长时间承受过高的压力。
威廉姆斯指出，12月流动性问题不会影响首次加息时机。
