据周三(9月16日)报道，2010至2012年期间担任原美联储主席伯南克以及时任副主席耶伦特别顾问的Andrew Levin表示，无论失业率数字如何，也无论美联储官员怎样理解，美国还要大约两年才能实现充分就业。
Andrew Levin接受采访时称，“我们甚至还称不上接近充分就业。美联储本周加息将是一个严重错误，利率应当保持不变一直到进入2016年后相当长时间。”
Levin指出，整体失业率并不能反映就业市场中所有的闲置劳动力。美联储主席耶伦去年2月份就任以来也多次作出这一论断。换句话说，有一部分劳动力供应并未体现在失业率之中。
如果能找到机会的话，数以百万计的非全职民众会愿意成为全职员工。另外许多已经离开劳动力市场的人，如果感觉有机会找到工作，也会重返劳动力大军。
综上所述，Levin认为闲置劳动力占潜在劳动力总量的2.2%，相当于350万个全职就业机会。虽然较2009年底时的7.8%已经大幅下降，但仍高于1994年以来2%的平均水平，并且远高于2004年6月、也就是美联储上一次开始加息时的1.1%。
