希腊周三(7月8日)正式申请三年期贷款，欧洲当局亦加快审核速度。各方争分夺秒，防止希腊破产并退出欧元区。
希腊总理齐普拉斯(Alex Tsipras)周二在欧洲议会讲话时要求签署一份公平的协议，承认希腊对于陷入当前困境负有历史责任。在此之前，欧盟领导人给他五天时间提出令人信服的改革方案。
希腊政府周三向欧洲稳定机制(ESM)救助基金提出申请，借给其未指明数目的资金以便“希腊履行偿债义务并确保金融体系的稳定”。该国并承诺最快下周一(7月13日)就开始实施债权人所要求的养老金和税务改革措施。
但欧洲央行仍严格控制对希腊银行业的流动性支持，没有提高紧急融资上限。这意味着希腊银行业者的现金很快就可能用光。希腊政府表示，国内银行将继续停业直到7月13日，自动取款机(ATM)的每日提款上限仍为60欧元。
欧元区官员希望希腊在本周日(7月12日)以前把第一套举措提交给议会，以证明其认真态度。德国总理默克尔之前表示，如果希腊的举措让人满意，将要求德国议会授权开始贷款协商。
默克尔稍早明确表示，对于周日前可能达成拯救希腊的协议，她“不是非常乐观”。
一直试图在希腊和德国之间斡旋的法国周三立场鲜明，警告“希腊退出欧元区”的风险。法国总理瓦尔斯(Manuel Valls)在巴黎对议会表示，让希腊留在欧元区是欧洲地缘政治要务，并补充称，让希腊退出欧元区将是无能的体现。
尽管各方做出达成协议的最后努力，但外媒调查显示，希腊退出欧元区的可能性从上周的45%升至55%，退出的机率首次高于50%。
