布拉德：过迟加息带来资产泡沫风险

圣路易斯联储主席布拉德(James Bullard)周四(5月28日)警告称，保持近零利率有给资产价格带来膨胀泡沫的风险，并指出随着经济好转，今年应该提高加息。
长期宽松的立场“导致资产价格泡沫和很多负面影响发生，”布拉德周四在圣路易斯接受彭博电台采访时指出，“过去15年，资产价格泡沫对美国经济而言是一个毁灭性的特性。”
圣路易斯联储主席的观点有时会被作为美联储的风向标，他指出“基本情况”是今年加息。被问及是否可能在6月加息时，他表示市场预期较晚加息是合理的，因最近经济数据一直低迷不振。
“一旦有机会，我们就需要行动，”布拉德表示，”经济正在恢复正常，但我们的政策仍然是紧急情况下的应对策略。”
“我想看看6月的数据以作出判断，”布拉德表示。布拉德是今年联邦公开市场委员会(FOMC)没有投票权的成员。
布拉德说，第一季度的弱点可能反映了一些季节性的统计测量问题，未来的数据可能会显示第二季度经济增长正在加速。他预计下半年经济增长将在3%左右。
在制定政策时“我们需要确认”经济加速发展，布拉德说，“我们必须可以肯定第一季度的数字并不像看上去的那么弱。”
美国商务部定于周五发布美国第一季国内生产总值(GDP)修正值，彭博社调查的经济学家预测的年率平均值是萎缩0.9%，弱于先前报道的扩张0.2%。
布拉德指出，虽然消费者支出一直弱于预期，美国人可能会怀疑油价将持续保持低位，下半年消费者可能会将油价节省的开支更多的用于消费。
美联储已表示若劳动力市场进一步改善，并有“相当有信心“通胀目标将回升到2%时将开始加息。彭博社上月末的调查显示大多数经济学家预计央行将在9月开始收紧货币政策。
美联储主席耶伦上周表示，第一季度经济低迷不会阻止美联储计划今年加息，并向投资者保证后续紧缩的步伐将采取渐进的方式。
现年54岁的布拉德说太迟收紧货币政策将带来通胀风险。布拉德指出，货币政策行为往往滞后，因此美联储需要在经济恢复正常之前采取行动。
布拉德在采访中指出，他认为未来几个月美国失业率将降至5%以下(4月失业率为5.4%)。随着失业率降至“自然”失业率，工资应该会增加。
