伊朗呼吁OPEC减少石油输出

在全球石油过剩而使油价已经跌了一半之际，伊朗成为本月第二个要求OPEC在今年6月石油大会前减少石油产量的成员国。
“OPEC就目前的输出目标3000万桶/天至少要减少5%，”伊朗的石油部长Bijan Namdar Zanganeh周二在德黑兰称。他的声明被该部的新闻机构引用认为伊朗的目标是至少每天减少150万桶。
他的建议超过OPEC利比亚的代表Samir Kamal先前提出的每天减少80万桶。他在4月9日称，组织成员应该迎合伊朗即将增加的出口量而减少输出。
OPEC以最大成员沙特阿拉伯为首，尽管面对潜在的生产过剩，在去年11月决定保持原有输出不变来维持市场份额。组织的12个成员约定今年6月5日再次召开会议，也就是伊朗和世界大国签订最终协议以限制伊朗的核项目来换取取消对其的经济制裁前的几周。一旦协议签署，将帮助伊朗增加石油的生产和销售，并且会加剧目前石油过剩的局面。
作为全球基准的布伦特原油价格因为在过去一年内北美和俄罗斯原油产量的增加而下跌47%。美国能源信息署(EIA)称，更多的伊朗石油进入市场的话会使石油价格比起2016年的预测每桶下跌15美元之多，据EIA 4月7日发布的短期能源前瞻，明年的油价会是60美元/桶。
不在OPEC之列的最大石油生产国阿曼，其石油部长Mohammed Al-Rumhy周一称，在石油过剩的情况下，为了争夺市场份额而不去减少产量来支撑价格是错误的。他还表示，他宁可看到产量削减5%-10%之后希望价格能翻倍，而不是按照目前已经导致油价下跌一半的的策略继续向前走。
伊朗石油部长Zanganeh周二称， 伊朗已储存2000万桶凝析油，也就是通常在开采天然气时发现的轻质油，这些油已经装船，只要市场条件许可，就可以立刻运送出售。伊朗计划在3年内投资200亿美元来提高原油生产能力，目标70万桶/日。
全球最大的石油输出国沙特阿拉伯，其政府在周一的声明中称，欢迎OPEC成员及其以外的其他国家共同努力来提高石油价格，但是声明未提及任何可行的措施。
阿曼的石油部长称，对于非OPEC成员，任何不涉及削减沙特输出的减产提议都是冰山一角。
