四国外长会议：东乌克兰局势有所缓解

德国外交部发言人周一(4月13日)称，该国外长施泰因迈尔当晚邀请法国、乌克兰及俄罗斯外长前往柏林举行四国外长会议。该发言人并表示，东乌克兰地区违反停火协议的军事冲突正明显减少。
外交部发言人将东乌克兰地区的局势评价为“明显好转”。“和今年2月相比，目前的情况好转幅度很大。不过，德国政府仍在努力斡旋东乌完全停火”。
欧安会观察员最新报告称，东乌克兰海港城市马力欧普尔(Mariupol)以及顿涅斯克机场附近仍旧发生过一些战斗。民间武装力量及乌克兰政府军双方都有违反停火协定的举动。乌克兰军队指责民间武装力量违反明斯克停火协议，投入了重型武器。民间武装力量反过要求乌克兰政府军为局势严峻负责。
位于马力欧普尔的欧安会观察员证实这一地区还在不断发生零星战斗，战斗中使用了迫击炮及机关枪等武器。顿涅斯克的观察员也表示，目前的主要战场主要围绕顿涅斯克机场展开。
德国外交部发言人说，冬季结束为军事行动创造了天气条件，增加了新的冲突的危险。四国外长会议的目的是阻止对明斯克停火协议“延缓、推迟、阻碍以及强硬对待”的情况出现。此外，该会议还涉及到东乌克兰地方选举、国际人道援助以及顿巴斯地区设立特别行政区等主题。
乌克兰政府军和民间武装力量之间的冲突已一年有余，导致6000人丧生。今年2月的明斯克停火协议签署之后，双方之间的剧烈战斗减少，并将一些重型武器撤离了“前线”。
